正如联合国环境规划署执行主任英格.安德森在COP27埃及峰会前所言：“到2030年减碳45%控制升温1.5度以内”的全人类目标已经迫在眉睫，且很不足够！没有人可置身事外；我们要更强有力的国家承诺，更强有力的实施方案，来减少排放。倘若不处理损失损害的问题，公正便绝无可能。每年1000亿美元的融资承诺，现在必须兑现。G20必须在节能减排方面起到带头作用。

----气候变化问题并非出现在地平线，并非刚来到我们家门口，它已经进到我们的家中，我们必须紧急采取相应行动，并加速推进。从现在开始

在此大背景下，维护全球绿色、和平、可持续发展成为当下世界各国各部门各行业领域的共同呼声。减碳、减排，维护地球绿色生态平衡成为各国政府、机构、企业和公民个人的使命担当。从《欧洲绿色新政》和高密度出台的一揽子与之配套的包括强制性碳关税在内的法律法规的出台，再到中国双碳目标战略和二十大“绿色发展”的驱使下，九大部委成立“双碳领导小组”，从中央到地方，都在以前所未有的力度贯彻实施“全面节约战略，发展绿色低碳产业，倡导绿色消费，统筹产业结构调整、污染治理、生态保护、应对气候变化，加快发展方式绿色转型”策略。

   “世界绿色设计论坛”旨在全球范围内倡导和传播“绿色设计”理念，最终实现人与自然融合共生。自2011年起，已经连续在世界各地（瑞士卢加诺、比利时布鲁塞尔、意大利米兰、德国弗莱堡、坦桑尼亚达累斯萨拉姆、韩国首尔、中国扬州等）成功举办论坛，在全球范围内影响政府与行业企业关注能源消耗、环境恶化等诸多影响人类生存和发展的日益严峻的挑战，倡导各行业领域应用“绿色设计”的理念和方法论，把“绿色设计”作为环境治理的源头手段，通过信息、技术、材料、项目、资本、人才的创新设计规划，引导人类现代社会在生产方式、生活方式、消费方式的变革。

12月15日下午，2022世界绿色设计论坛成功召开，因疫情防控要求，论坛采用线上方式进行并同步直播。本次论坛在北京市科学技术协会、工信部国和中心指导下，由北京光华设计发展基金会主办，中挪绿色创新中心协办，世界绿色设计组织绿色设计研究院承办，得到中国国际贸易学会自贸区港专委会、北京绿色设计促进会、瑞士绿建协会、意大利亚得里亚华商会、韩国绿色设计协会、光华产业投资基金、华夏银行、中创碳投、索比咨询、新华社中国名牌、美啊、凤凰龙行等机构支持。

论坛围绕“绿色设计赋能产业转型”主题，邀请国内外专家、企业家代表探讨在当下充满挑战的国际环境中，如何以绿色设计手段加速我国双碳目标的实现路径，探索产业绿色化转型的经济增长极的关键点，积极推动中国及全球的可持续发展。

主题演讲

全球生态可持续发展联盟轮值主席、全球气候创新与治理研究中心研究院、跨国公司碳中和50人论坛常务理事车巍作《利用全球最佳绿色生态设计 助力中国实现“碳中和”》演讲，对丹麦能源童话、联合国“人人享有可持续能源”与区域能源系统、源于丹麦的生态设计——主动式建筑进行详细介绍并展开污水处理、低碳数据中心热回收等案例分享，希望给与大家启迪，共同助力碳中和。

俄罗斯工程院外籍院士、中国科协海智专家马昕以“中国电池和氢能绿色硬科技应用突围之路”为题，做了主旨报告，就硬科技定义、双碳的真实需求、固态电池中新型负极应用、提高固态电池性能的科学方法等进行了精彩的阐述。

    中国地质大学(武汉)可持续能源实验室主任、国家“千人计划”特聘教授、国家“特聘专家”程寒松详细介绍了有机液体储氢技术及其应用场景，与国外同类技术相比，氢阳能源有机液体储氢技术具有效率高，成本低，易于规模化，脱氢温度低，脱氢系统体积小等特点，既可用于固定场景，也可用于动力系统，在规模化储能、工业用氢和车载动力等领域有着广泛的应用前景。

    国际能源机构（IEA）能源效率政策分析师Conor Gask指出，面对全球能源危机，可通过增加能源效率、使用可再生能源、自动化集成开发、热泵等技术手段，优先部署清洁能源，助力2030年零碳建筑的达成。

北京中创碳投科技有限公司总经理、国家发改委CDM项目审核理事会专家、联合国开发计划署（UNDP）专家库成员唐人虎分享到，碳中和时代，企业开展碳中和的指导要求逐步出台；碳中和愿景下企业面临挑战与发展机遇。企业实施碳中和面临企业碳数据基础薄弱、缺少专职的管理人才、缺少有计划的减碳行动方案和国内碳管理标准缺失等问题亟待解决。最后，他指出中小企业实现碳中和目标的行动指南，积极开展技术和能力培训；利用数字化工具赋能企业碳管理。

广东合一新材料研究院董事长王伟介绍了新材料纳米铜的产生及特性，分享了纳米铜在野战/医疗；加速酒的淳化等方面的应用场景。

奈琦尔董事长姜明从应用研发、成果转化、服务三方面重点介绍了奈琦尔及其发展历史，重点阐述了奈琦尔海洋材料具有可再生可持续、环保可降解的特性，及产品在军用、生物医用、母婴针纺、运动健康、医疗健康、抗菌健康护理、阻燃防护、海洋美妆等8个方面的具体应用。

环境标准联盟ECOS执行主任（比利时）Justing Wilkes介绍了机构通过制定标准、减少碳足迹、提高能源效率、材料可溯源等手段，重点阐述了生态设计如何促进纺织、电池、供暖及建筑业可持续发展。

项目路演

山高新能源集团、挪威polybo公司分别进行了项目路演，介绍了企业及重点项目技术，从光伏新能源应用及节能建筑减排赋能产业转型，助力实现“双碳”目标。

闭幕致辞

国务院原参事、世界绿色设计组织石定寰做闭幕致辞。他指出，论坛各位专家分享了绿色设计推动绿色发展各个领域的成果，为未来绿色发展增加创新活力和动力。加强国际合作， 坚持不断创新，持续推动经济绿色转型与发展。同时，推动建立适合绿色低碳循环经济体系，推动各级政府、企业重视绿色设计，通过绿色设计源头推动产业创新。

“Green Design”is considered as a source method in sustainable development and the implement of the ecological civilization. Therefore, to broadcast the idea and method of green design, to facilitate the communication among countries, industries, and professional fields, and to finally achieve the SDGs, the World Green Design Organization( WGDO), together with multiple partners has begun the case collection for 2022 World Green Design Report.

征集内容

Contents

案例面向全球范围开展征集，包括但不限于如下行业领域：能源、建筑、建材、纺织品、消费电子、交通、城市、景观、农业、商业模式、绿色金融、新材料等。所有案例均需体现“绿色设计”理念的指引作用，综合考虑环境、经济、社会及技术的影响，在案例实施全生命周期中体现绿色设计理念。

案例包括但不限于企业、项目、产品、商业模式、金融方案等。

所报案例须从“绿色设计”角度对所报项目进行描述，充分体现“绿色设计”理念在项目全生命周期中发挥的引领、手段、结构性等作用。

Cases are being collected around the world, including but not limited to the following industries: energy, construction, building materials, textiles, consumer electronics, transportation, city planning, landscape, agriculture, business model, green finance, new materials, etc. Through out the whole process of the cases, green design method or concept should be used as a guiding tool, and the cases should have successfully taken the environmental, economic, social influences, and technical factors into consideration.

Cases can be an enterprise, a project, a product, business model, financial programme, etc.

In the description of the cases, please elaborate how the green design idea or method has helped, through out the whole life cycle of the case programme by leading, implementing, organizing, etc.

环境性要求|Evironmental Requirement

项目生产、实施、使用、运行等过程中如何运用“绿色设计”理念将对环境的影响和对人类健康和安全的风险有效降低。可从以下几方面进行考虑：资源消耗、能源消耗、废弃物产生、生态破坏以及对健康和安全等影响的降低。

“Green Design” method or idea has minimized the risk on human health and safety and has reduced the influence on environment during the manufacturing, building, using or running.

 经济性要求 | Economic Requirement

项目生产及实施过程中如何运用“绿色设计”理念，帮助企业或投资人实现经济增长。如，可从高性价比绿色材料的使用、生产工艺技术的改进、设备改造、人力资源的投入，资源的回收再利用等方面进行考虑。

How the concept of "green design" during the production and implementation of the project has helped the enterprises or investors achieve economic growth. For example, the use of cost-effective green materials, the improvement of production technology, equipment upgrading, the management of human resources, and the recycling of resources can be considered.

社会性要求 | Social Requirement 

项目生产及实施过程中，设计内容在基本满足环境和成本需求的同时，还考虑到受用对象的需求和期望，再生产、分配、交换、消费的各环节，将绿色设计贯穿其中，达到环境友好的目的。

During the production and implementation of the project, not only the environmental and cost needs have been met, but also the needs and expectations of the recipients have been taken into consideration. Green design method has been used through the processes of production, distribution, exchange and consumption, etc., to achieve the goal of environmental friendly.

技术性要求 |  Technical Requirement 

项目生产及实施过程中具有绿色设计体系的整体功能性，考虑各组成部分（产品）耐用性、可升级性、可维护性、可再造性、可拆解性等，是否有用户使用手册，是否建立了系统的规范性的售后服务和回收体系，满足再利用、再循环的要求。

During the process of production and implementation of the case, the whole project has reflected overall functionality of the green desing system. Multiple aspects of requirements of different part of the case has been considered: durability, upgradeability, maintainability, recyclability, disassembly, reuse and recycling, etc.

案例报送需由世界绿色设计组织认可机构进行推荐报送，除收到单独邀请外，不接受个人或企业独立报送。

案例征集截止日期为：2022年8月30日下午16：00（北京时间）。

Cases should be submitted through organizations recognized as partners of WGDO or considered to be qualified by WGDO. Other than invited, individual submission is not accepted. Please upload the recommendation letter( with an official seal) of the recommendation organization.

Release

世界绿色设计组织将组织国内外专家对所报案例进行评审，最终选出不超过500个典型案例，编撰成册。并对重点案例进行分析解读。

报告将在世界绿色设计论坛期间进行全球发布。

The World Green Design Organization will organize domestic and foreign experts to review the cases reported, and finally select no more than 500 typical cases and compile them into a book.And to analyze and interpret the key cases. The report will be released globally during the World Green Design Forum.

日产汽车公司推出的“重生路灯”（Reborn Light）使用电动汽车废弃电池作为能源，在循环设计思维指导下，一件产品的生命“终点”正是另一件新产品的生命“起点”，这些废弃电池连接配备 LED 的光源后仍可提供与传统路灯相同的照度，并且无需维护仍可运行多年

Nissan Auto has  invented a product called “Reborn Light”, which give a second chance to discarded car batteries to be reborn as parts of street lamps. Which perfectly implimented the sustainable design concept, an ending of a product, is a begining of another new product. These discarded batteris, after equipmented with LED lightings, still can maintain the same illuminance as normal street lamps, and can serve for years without maintenance.

WGDO

世界绿色设计组织（World Green Design Organization, WGDO)，于2013年10月18日在比利时布鲁塞尔成立，是世界上首个致力于推动绿色设计发展的非营利性国际组织。2020年4月，世界绿色设计组织北京代表处经中国境外非政府组织管理办公室批准正式成立。

WGDO旨在全球范围内倡导和传播“绿色设计”理念，以“绿色设计”为手段引领生产方式、生活方式、消费方式变革，实现人与自然融合共生。通过世界绿色设计论坛中国峰会、欧洲峰会、世界绿色设计博览会以及评选绿色设计国际大奖/绿色设计国际贡献奖、发布《世界绿色设计报告》等形式，促进“绿色设计”信息、技术、材料、项目、资本、人才等交流与合作，搭建全球性绿色发展对话平台。

World Green Design Organization (WGDO) was founded in Brussels, Belgium, in September 2013. It is the first non-profit international organization to promote the development of green design throughout the world. WGDO Beijing office has registered in China that approved by the administration office of oversea NGOs of Ministry of Public Security in April 2020.

WGDO is aimed to advocate and broadcast the idea of “Green Design” on a global scale, by means of “green design”, to lead the change of mode of production, consumption and life, the transformation of consumption patterns, and implement the integration and mutualism between human and nature. WGDO promotes the communication and cooperation of information, technology, materials, projects, capital and talents by running various forms of activities, such as the world green design forum in China, the European forum, the world green design expo and the election of world green design product award/ the world green design contribution award, release the “world green design reports”, etc.

目前，《2022世界绿色设计报告》案例征集工作已经开始，我们希望联合更多的伙伴，为报告推荐案例、献言献策，共同为人类社会实现绿色低碳循环发展贡献力量！

To Promote the United Nations sustainable development goals, widely spread green design concept, system comb and compile global green design  cases and research results, the World Green Design Organization compiled the world green design report 2022(hereinafter referred to as the "report"), the report as annual green design "global case selection", focusing on the global various industries, collect the advanced, exemplary and leading cases all over the world , and give authoritative interpretation.

The case collection of the 2022 World Green Design Report has begun. We hope to work with more institutions to participate in the recommended cases and suggestions for the report, and jointly contribute to the realization of green, low-carbon and circular development of human society.

为配合该提案，欧盟委员会还通过了《2022-2024年生态设计和能效标识工作计划》， 它通过衡量并显示能源相关产品在能源消耗、水资源消耗、排放水平以及材料效率等方面的表现，同时刺激可持续产品的供应与需求，从而在用户端显著减少能源的消耗。在产品成为商品时，这些信息最终会对“货架”产生影响，结合“实现绿色转型赋能消费者的新规则的提案”，以及数字产品护照的建立，只有那些遵从生态设计方法的产品，才能提升产品各项指标，从而最终获得更多的市场认可。

提案强调把生态设计贯穿产品的全生命周期理念与WGDO倡导通过“绿色设计”手段，引领生产方式、消费方式、生活方式的变革是一致的，而提到建立数字产品护照与WGDO目前正在开展的绿叶标产品认证不谋而合。

6月22日，欧盟碳边境调整机制在欧洲议会正式投票通过。通过激励非欧盟国家减少排放并防止碳泄露风险来减少全球碳排放。而产品的大部分碳排放影响是在设计阶段可以确定的，通过绿色设计的方法可以大大降低产品对能源的依赖性。

由此可见，生态设计，即绿色设计，涵盖了产品的整个生命周期，绿色设计，不仅仅是为落实《欧洲绿色新政》提供了有效路径，也是经济获得可持续发展的强大动力。

为此，世界绿色设计组织主席石定寰致信欧洲委员会绿色新政常务副主席蒂默曼斯，就《欧洲绿色新政》向蒂默曼斯提建议，探讨如何合作开展活动，共同推动绿色新政实施和可持续发展，助力实现碳中和。在最近的一次回信中，达沃尔·佩尔坎代表蒂默曼斯提到对WGDO的工作的感谢与关注，表示作为欧洲绿色新政的一部分，欧盟正坚定地向循环经济转型，希望共同推动循环经济的发展与合作。

捐赠仪式上，瑞士日内瓦艺术历史博物馆馆长Marc-Olivier Wahler先致欢迎辞，世界绿色设计组织执委August Keder、中国驻瑞士大使王世廷、深圳市外办曹赛先主任分别做致辞。最后， CIGA design公司代表朱舜华先生向日内瓦艺术历史博物馆捐赠了U系列·蓝色星球（获奖版本）。

China Overseas Talents Innovation and Entrepreneurship Competition is an innovation project competition for overseas talent organized by the China Association for Science and Technology (CAST) and local governments in China, aiming at introducing original, innovative and leading overseas high-tech projects, showcasing the latest S&T achievements and products, and building a bridge and platform to attract overseas elite talents to start businesses in China. Since 2016, the Competition has been successfully held for six years, attracting the participation of more than 2500 teams and innovation projects throughout the world. A number of projects have been successfully financed through the competition platform; many entrepreneurs promoted and noticed; and a lot of start-ups supported by the National Offshore Innovation and Entrepreneurship Base for Overseas Professionals, HOME Base Program, and Innovation China pilot cities. The Competition has contributed to accelerating the transformation of achievements and the implementation of projects, effectively helping overseas talents in science and technology settle in China and start businesses.

This year, CAST and the People’s Government of Hunan Province will jointly host the 2022 China (Changsha) Overseas Talents Innovation and Entrepreneurship Competition in the near future. As one of the activities of the 24th Annual Meeting of the CAST, the opening ceremony of the Competition will be held in June during the Annual Meeting, while the finals and the award ceremony will be held in November in Changsha, Hunan Province.

Competition Categories

1. Big Healthcare Industry (biomedicine, medical equipment, smart healthcare, life science, elderly care, etc.);

2. Intelligent Technology (blockchain, metaverse, integrated optoelectronics, artificial intelligence, integrated circuit design, sensing technology, intelligent control, Internet of Things, etc.);

3. Equipment and New Materials (instrumentation, special automation equipment and new materials, etc.）;

4. Green and low-carbon Technology (carbon neutrality, new energy, energy storage, resource recycling, etc.);

5. Digital Economy (digital infrastructure, industrial digitalization, digital public services, digital economic security system, etc.).

Schedules & Rules

The Competition is composed of two stages: primaries (qualifying and semi-final) and finals. In between primaries and finals, there will be a series of Overseas Entrepreneur China Tour events.

A.Primaries

Primaries will be organized independently within the five different categories. After registration and qualification review, participants will go through primaries and semi-finals, and 20 projects from each category will be selected by a panel of professional judges to enter the finals.

1. Registration

1). Public announcement and widely mobilizing relevant parties at home and abroad to promote the Competition.

2). Recognition of the recommending institutions.

3). Participant registration and application.

4). The Organizing Committee conducts qualification review to confirm valid entries.

2. Qualifying

Selected expert review panels will conduct online assessments of all valid participating projects, and select projects to enter semi-finals in each category.

3. Semi-finals

Semi-finalists will pitch online and be evaluated by their pitch performance (no longer than 10 minutes). Eventually, 20 projects from each category will enter the finals (more places could be granted to those categories with a large number of projects or high-quality projects). A total of 100 outstanding projects from all 5 categories will enter the finals.

B.International Promotion for the Innovation China

The 100 finalists will participate in ten Overseas Entrepreneur China Tour events (online and in-person), two events for each category. Certain municipal and prefectural governments of Hunan Province will be invited to co-host the events. Ten outstanding overseas projects will be promoted to the local entities during each event and a local industry park will be invited to give a presentation on their business policy and environment.

C.The Finals

The Organizing Committee will invite owners of the 100 finalist projects to China to participate in the finals. Winners will be selected through roadshows, project defense and comprehensive evaluation.

Awards & Prizes

A total of 50 winners including 5 First-place winners, 10 Second-place winners, 15 Third-place winners, and 20 Outstanding Performance winners will be awarded (1 First-place winner, 2 Second-place winners, 3 Third-place winners and 4 Outstanding Performance winners from each category).

Additionally, based on the quality of recommended projects, several outstanding organizations will be awarded.

Entry Requirement

A.Eligibility

Participating projects must meet the following requirements:

1.You can choose to participate either as an individual or as a team. If participating as a team, the team members shall not exceed 5 people. All participants must abide by the laws of the People's Republic of China and the country where they are located and have no major dishonesty or criminal records. Each participant can only participate in one project.

2. Individual participant or team leader shall have a master's degree or above obtained from overseas institutions and have more than one year of study experience outside China’s mainland, or more than one year of work experience outside China’s mainland; more than half of the team members shall have more than one year of overseas study or work experience.

3. If a participating project is a registered company, its registration date shall be on or after January 1st, 2022. Those who participate as individuals shall be the main founder of the company and the major natural person shareholder, with an ownership of no less than 30% of the company (including both direct and indirect shares). Those who participate as a team, the team leader shall be the main founder of the company and the major natural person shareholder; all team members shall hold equity and the shareholding ratio of each member shall be no less than 5%, with the total shareholding ratio of all team members shall be no less than 50% (including both direct and indirect shares).

4. Participating project cannot be a listed company (except listed on China’s NEEQ).

5. All participating project shall comply with the relevant provisions of current Chinese laws and regulations, industrial policies or planning, possess independent intellectual property rights related to products and technologies (must be free of disputes) or key technologies, and have certain innovation and commercialization potentials.

6. Participating project shall not involve any state secrets, and a declaration of state secrets exclusion must be signed.

7. Individuals or teams must have independent intellectual property rights for the inventions, patented technologies, resources involved in the project, and submit a statement of independent intellectual property rights or a complete written authorization from the intellectual property owner with legal effect.

8.You can choose one and only one racetrack for one project.

9. Each project can only be recommended by one recommending channel for registration. Real and effective contact information shall be provided, otherwise the submission will be nullified.

10. Any plagiarism, misrepresentation, presentation of false materials or violation of relevant laws and regulations will result in immediate loss of eligibility to participate in the competition and violators shall bear all the legal responsibilities.

B.Restrictions

1. Projects that have participated and won awards in the previous China Overseas Talents Innovation and Entrepreneurship Competition are not allowed to register to the Competition.

2. If a participant does not meet the registration requirements, once found, the Competition Organizing Committee has the right to suspend the participant 's competition, cancel the award and void its eligibility to receive an award.

3. If one participant participates in multiple projects, or one project is recommended by multiple referrer channels at the same time, once found, the subject will be required to participate in one project only or only one referrer channel shall be confirmed and used within 3 days, otherwise the Competition Organizing Committee has the right to suspend the entrant’s competition, cancel the award and void the eligibility to receive an award.

C.Early Termination

The competition follows the principle of voluntary participation. If a participant chooses to discontinue after the competition starts, they may submit a written termination application to the organizing committee. After receiving the confirmation from the committee, they may withdraw from the competition.

中国海外人才创新创业项目大赛（以下简称“大赛”）是由中国科学技术协会联合地方政府举办的海外人才创新创业项目大赛，大赛旨在吸引原创性、独创性、引领性的海外高科技创新创业项目，展示国内外最新科技成果和产品，同时搭建和打造海外高层次人才及团队到中国创新创业的桥梁和平台。自2016年以来，大赛已成功举办六届，共有2500余个团队和创新创业项目参加，汇集了全球智慧，一批项目通过大赛平台融资成功，一批创业者得到推介和关注，加快成果转化和项目落地，有效地帮助了海外科技人才来华（回国）创新创业。

2022年中国（长沙）海外人才创新创业项目大赛中国科学技术协会和湖南省人民政府主办。本届大赛作为第二十四届中国科协年会的活动之一，拟在年会期间举办启动仪式，于11月在湖南长沙举办总决赛和颁奖典礼。

竞赛赛道

1.大健康(生物医药、医疗器械、智慧医疗、生命科学、健康养老等)；

2.智能化（区块链、元宇宙、集成光电子、人工智能、集成电路设计、传感技术、智能控制、物联网等)；

3.装备及新材料 (仪器仪表、自动化专用设备及新材料等)；

4.绿色低碳（碳中和、新能源、储能、资源循环利用等）；

5.数字经济（数字基础设施、产业数字化、数字产业化、数字化公共服务、数字经济安全体系等）。

大赛赛制流程

分为分赛（预赛、决赛）和总决赛二个阶段进行。分赛与总决赛之间，组织开展海外创业者中国行活动。

(一) 分赛

按照大赛项目征集领域形成5个赛道，分别组织分赛。每场分赛经过报名及资格审查、预赛和决赛等环节，分别组织评审专家组进行评审，每个赛道产生20个项目进入总决赛。

1.报名

1）发布通知，广泛发动海内外组织进行宣传。

2）开展大赛推荐渠道注册和认定。

3）参赛项目注册报名。

4）组委会办公室进行资格审查，确认有效参赛项目。

2.预赛

从评审专家组中选择相应专家，分别5个赛道对有效参赛项目进行线上评审，确定每个赛道进入决赛项目。

3.决赛

每个赛道以线上路演方式（每个项目答辩限时10分钟），对入围决赛项目进行评审，每个赛道原则上确定20个项目进入总决赛（报名项目较多或优质项目较多的赛道可视情增加名额），5个赛道共推荐100个优秀项目进入总决赛。

(二) 海外创业者中国行活动

以进入总决赛100个项目为主体，拟按照每个赛道2场，开展10场海外创业者中国行活动（线上线下结合）。活动邀请湖南省有关市州联合举办。每场活动推送10个左右海外优秀项目，并邀请相应地级市的园区进行创业政策和创业环境宣讲。

(三) 总决赛

大赛组委会邀请晋级总决赛的100个项目持有人到国内参加总决赛。总决赛通过项目路演、现场答辩、综合评定等环节，确定获奖项目。

奖项设置

大赛共设获奖项目50个，其中一等奖5名、二等奖10名、三等奖15名、优胜奖20名（其中每个赛道分别评选出一等奖1名、二等奖2名、三等奖3名和优胜奖4名）。

另根据项目推荐情况，从各推荐渠道中评选优秀组织奖若干名。

《世界绿色设计国际标准》

《世界绿色设计国际标准》是由世界绿色设计组织发起设立的，旨在开展产品和工程项目、企业绿色设计评价研究工作，明确和建立产品、企业和工程项目设计的通用原则和要求，涵盖资源和能源消耗、环境污染、生物特性、人类健康等内容的评价指标体系。

绿叶标

为支持联合国2030可持续发展目标与碳中和目标，绿叶标产品评定由世界绿色设计组织联合行业协会于2021年建立，标识强调产品的绿色设计属性，倡议源头绿色，继而贯穿产品的全生命周期，从根本上改变产品与人、产品与环境的关系，从而实现人与自然融合共生。

世界绿色设计组织副主席、发展中国家科学院院士丶欧洲科学院院士吕永龙教授，主持召开了“国家科学政策顾问圆桌论坛＂，邀请国际科联主席、新西兰皇家科学院院士、原新西兰总理科学顾问Peter Gluckman教授等五位论坛专家，就各国科学顾问制度、科学顾问在国家科学政策制定、科技推进可持续发展和科学普及中的作用，尤其是科学咨询在应对新冠疫情、气候变化等多种全球挑战方面所起的作用，进行了广泛深入的研讨。

STI论坛是2030年可持续发展议程框架下联合国技术促进机制的重要组成部分，也是联合国交流研讨科技创新促进可持续发展经验的主要平台之一。

STI论坛由联合国经社理事会召集，由联合国科技创新促进可持续发展目标跨机构任务组（IATT）和10人专家组负责组织。2016年起每年在纽约联合国总部召开，汇聚了全球可持续发展领域的顶级专家、学者，聚焦科技创新在实现可持续发展目标中的作用，每年成果向联合国可持续发展高级别政治论坛(HLPF) 报告。

此次论坛主题是“科技创新助力后疫情重建，同时推动全面落实2030年可持续发展议程”，着重聚焦于可持续发展目标SDG4（关于优质教育）、SDG5（关于性别平等）、SDG14（关于海洋资源）、SDG15（关于陆地生态）和SDG17（关于伙伴关系）。

  欧盟出台新提案，使可持续产品成为欧盟标准

欧盟绿色新政的落脚点是推动欧盟经济社会可持续发展，而今年3月30日，欧盟委员会为进一步落实《欧洲绿色新政》又提出了一揽子提案，这也是欧盟持续推动绿色新政众多举措中的重要一环。此次的提案，聚焦可持续产品，使其成为欧盟的规范，促进可循环商业模式并为欧洲绿色转型赋能消费者。正如在2020年3月发布的《欧洲新循环经济行动计划》中提出的，欧盟委员会正在提出新的规则，促使欧盟市场上几乎所有的实物商品从设计阶段到日常使用阶段、翻新再利用直至产品寿命结束的全生命周期内实现对环境更友好、更循环和更节能。

此次的一揽子提案主要包括四项内容，共同组成了欧洲可持续产品政策立法倡议：

1. 关于出台《欧盟可持续产品生态设计法规》的提案

2. 《欧盟可持续和循环纺织品战略》

3. 关于修订《欧盟建筑产品法规》的提案

4. 关于实现绿色转型赋能消费者的新规则提案

如果说早前欧盟发布的《循环经济行动计划》其核心内容是希望构建覆盖产品设计、消费及制造环节的可持续产品政策框架，那么此次的提案，则是要将循环经济理念更广泛地覆盖到产品从设计、生产、消费、维修、回收或处理、二次资源利用的全生命周期中。

从产品设计角度来说，这次的提案主要从两个方面扩展了现有的生态设计框架：第一，覆盖尽可能广泛的产品范围；第二，拓宽产品的合规要求范围，不仅要为产品能效设定标准，还要为产品循环性设定标准，减少产品整体的环境和气候足迹，这将带来更多的能源和资源独立性，同时减少污染，从源头提高产品的可持续性。

欧盟委员会的生态设计提案，目标是使可持续发展的产品成为欧盟市场的规范，并减少其对环境和气候的整体影响。而产品的大部分环境影响是在设计阶段就可以确定的。首先，通过生态设计方法，可以大大降低产品对能源的依赖性。实践证明，生态设计方法的运用，已经带来了明显的好处，十多年来，该指令一直在推动欧盟能源相关产品提高能源利用效率。仅在2021年，现有的生态设计要求就为欧盟消费者节省了1200亿美元的能源账单，而且预计2022年该数字还将翻倍。不仅如此，采用生态设计方法，还能够提高产品的设计水平，使产品更耐用、更可靠、可重复使用、可升级、可修复、更易于维护和翻新。同时还能够有效减少降低产品可循环性的物质的含量，以使产品更易于再制造和回收，从而进一步减少对环境和气候的影响。

为配合该提案，欧盟委员会还通过了《2022-2024年生态设计和能效标识工作计划》，以单一市场规则，通过使企业、公民和政府等更容易、以更低成本为清洁能源转型做出贡献，它通过衡量并显示能源相关产品在能源消耗、水资源消耗、排放水平以及材料效率等方面的表现，同时刺激可持续产品的供应与需求，从而在用户端显著减少能源的消耗。在产品成为商品时，这些信息最终会对“货架”产生影响，结合“实现绿色转型赋能消费者的新规则的提案”，以及数字产品护照的建立，只有那些遵从生态设计方法的产品，才能提升产品各项指标，从而最终获得更多的市场认可。

在关于《欧盟可持续和循环纺织品战略》以及《建筑产品法规》的修订的提案中，同样强调了生态设计方法在从设计到消费者的全产业链上的应用，进一步强调了绿色设计方法是产品具有可持续性的先决条件和有力保障。

此次的提案中还有几个概念值得关注：生态设计、价值链、生命周期、寿命终止。

生态设计：是指将环境可持续性考虑纳入产品特征的整个产品价值链过程中；

价值链：是指产品生命周期中的所有活动和过程，以及可能的再制造；

生命周期：指产品生命周期中连续且相互关联的阶段，包括从自然资源中获取或生成原材料、预处理、制造、储存、分配、安装、使用、维护、维修、升级、翻新和重复使用以及寿命终止；

寿命终止：是指从产品被丢弃开始，到产品作为废物回归自然或进入另一产品的生命周期结束的生命周期阶段。

从以上定义不难看出，生态设计，即绿色设计，涵盖了产品的整个生命周期，这就包含了绿色材料选择设计；绿色制造过程设计；产品可回收性设计；产品的可拆卸性设计：绿色包装设计；绿色物流设计；绿色服务设计；绿色回收利用设计等等一系列的设计内容。

绿色设计，不仅仅是为落实《欧洲绿色新政》提供了有效路径，更将在全世界掀起一轮新的“绿色浪潮”。随着能源危机不断的加剧，暴露出现代依赖能源消耗建立起的经济模式的脆弱性，只有降低直至摆脱对传统能源的依赖，充分利用绿色设计手段，加快发展循环经济体系，促进经济发展与自然资源使用的脱钩，减少对材料的依赖，通过设计手段，使“可持续”理念贯穿于产品的全生命周期，才能令经济在未来的可持续发展中获得更大动力。
